It seems like a surefire bet for a government struggling with a flood of post-recession red ink the easy money of an online casino, tens of millions around the clock from eager gamblers. No controversial taxes or spending cuts, just low overhead and a stream of cash, 24/7. That lure has proved irresistible to British Columbia, the first but far from the last Canadian province to jump into the business of online casinos. In just 12 years, online gambling has exploded into a $20-billion industry and millions of those dollars are coming from Canadians with high hopes and credit cards. All governments need to do is lure those gamblers with promises of a safer alternative that keeps money in the province away from what they call illegal and offshore sites and theyll hit the jackpot. But that jackpot will have huge and hidden costs, warns gambling expert Robert Williams, co-ordinator of the Alberta Gambling Research Institute at the University of Lethbridge. He fears the sites will rely on people who would never have visited a private site but would be game to try a government-sanctioned one that they see as safer and more socially acceptable. And he predicts they will eventually flee to more alluring offshore sites with better odds and incentives. But the social costs of addiction will remain, outstripping any gambling revenue the province gets, he said. It doesnt make any economic sense, and its going to cause serious problems. Despite such worries, British Columbia has become the first jurisdiction in North America to roll the dice on a legal, government-run online casino, which relaunched last month after an initial security glitch. Loto-Qubec is gearing up to launch an Internet gambling site this fall, and Ontarios electronic gamblers will be able to try their luck online by 2012. The Atlantic Lottery Corporation is looking to expand its East Coast offerings, and in the coming months, the Nova Scotia government will decide whether to join the rush. This week, PEIs finance minister came out in favour of making the move. According to industry experts, the provinces will find the venture anything but a safe bet. There is no way theyre going to compete, says John McMullan, a criminology professor at St. Marys University who studies online gambling, and recently completed a study of 71 randomly chosen Internet poker sites. Theyre dreaming if they think theyre going to take players away from those sites. In its infancy, private online gambling was plagued by corruption and fraud, but it has evolved into a relatively well-organized, well-regulated and security-obsessed industry kept in check by watchdog sites, professional auditors and vigilant users. Sites that cheat players are quickly rogued that is, exposed on player chat sites. Most sites are offshore, but they are not illegal where theyre based, including Malta, Gibraltar, the Dutch Antilles, and Britain. And there is domestic-based competition: an online gaming hub run from the Khanawake reserve in Quebec. While there at least 2,000 poker sites worldwide, just two major operators, Poker Stars and Full Tilt Poker, own more than 60 percent of the market share. According to Mr. McMullan, the private sites lure gamblers by offering incentives that range from hefty loyalty bonuses to $300,000 cars to games with celebrity players. By comparison, British Columbias government-run PlayNow site offers a free $10 token for signing up, a one-time gift of $100 in tokens for depositing at least the same amount, and a bonus bar that gives casino patrons a $5 token if they spend $5,000 on table games or $1,000 on slots. A $100 bonus is peanuts. Some of these sites are giving a thousand. And there is already a large number of players who have established loyalties with existing brands, so the offshore private market has the advantage, said Mr. McMullan, who adds that celebrities are also a draw on the existing sites. I mean, you can go and play poker with Jason Alexander, or Mats Sundin. Who are you going to play with on the B.C. site the minister? Mr. McMullan expects that PlayNow will also have trouble attracting and retaining one of the most lucrative groups of customers: slot machine players. As is the case with most online sites, the odds of winning are published only as Return to Player percentages that reflect what will be paid out over hundreds of thousands of spins, rather than how much any individual player can expect to recoup. (For example, if a thousand players each bet $1, and one of them wins $920 while the other 999 lose everything, the return to player, or RTP, is 92 percent.) On the new PlayNow website, the RTP levels for the slot machines mostly fall into the 92- to 94-per-cent range, which is consistent with land-based casinos, but a far cry from other online offerings. They are significantly worse than the standard thats out there. I would say 93 is the bottom for any online slot I have seen, said Eliot Jacobsen, a former math professor who runs Certified Fair Gambling, a California-based company that audits online gambling sites to make sure the RTP rates they advertise are accurate. The slots that I am aware of average between 95 and 97, even up to 98. I know people who wouldnt put out a product thats less than 97. According to Mr. Jacobson, those higher returns are necessary to attract and retain customers. Real-life casinos have high overhead costs, as well as a limited number of machines and hours, but online sites allow gamblers to play longer and more frequently. As a result, online gaming houses may not make much money from a particular patron, but they cash in on volume. The number of rounds online as compared to land-based casinos would knock your socks off, said Mr. Jacobson. I have seen casinos that will get 10 million or more spins in a month on one of their online slot machines, because you can essentially have an unlimited number of people playing the games. Mr. Williams worries that when the overall pool of users grows, so does the number of addicts; and when those new Internet customers discover the better odds and incentives on private sites, theyll likely switch: their money leaves the province, but their problems, and the costs associated with them, stay behind. The same thing occurred with Internet gambling in Sweden and the U.K., who also said, Lets try to capture this revenue and provide a safer product, recounts Mr. Williams. Those countries now have the highest rate of online gambling in the world. They have also had a huge spike in the rate of problems associated with online gambling, and there is scant evidence that they have captured the revenue. Even if they could get the money, experts estimate that 41 per cent of provincial gambling revenues are generated by problem gamblers and many consider online casinos the industry equivalent to crack cocaine because of their 24-hour, at-home availability and virtual feel. PlayNow does offer responsible gambling measures, including warning customers when they have played more than 50 games and allowing them to exclude themselves from the site temporarily. Still, experts say theres little evidence that those measures work especially with so many alternatives just a mouse click away. If you are effective, the addicts just go to the 2,000 other sites where they dont have any limits on their behaviour, so youre caught between a rock and a hard place, says Mr. Williams, who is especially concerned that the weekly transfer-in limit on PlayNow is $10,000 a week, which means a player could gamble away $500,000 in one year. Lotteries are pretty innocuous because few people get addicted, and even bingo and horse racing arent that worrisome, continues Mr. Williams. DETECTIVES in West Cumbria are investigating a robbery that occurred in Distington on Bank Holiday Monday. At approximately 2am on Monday, a 22-year-old local man was attacked by three males while he was making his way home on the cycle track at Distington, underneath the new bypass bridge. The victim suffered minor facial injuries and had his mobile phone and £20 cash stolen. The three male offenders are all believed to be local and one spoke with a West Cumbrian accent. One of the males is described as being around 5ft 10 with dark hair and was wearing a red and white check shirt. The second male is described as aged around 18-20 and was wearing a light blue hooded top with writing on the front with a white baseball cap. An investigation has been launched and officers are appealing for anyone with information about the incident or who saw any males matching these descriptions in the area to contact DC Sandra Thomas at Whitehaven CID on 0845 33 00 247. ENNERDALE Road in Cleator Moor is expected to be closed until early next week following a burst water pipe. A pipe burst in the early hours of Wednesday morning, leaving a number of households without water. The supply was restored by 2.30pm on Wednesday, and United Utilities provided bottled water to the affected homes during the downtime. However, the burst caused significant damage to Ennerdale Road and an 80-metre stretch of the road has had to be closed until extensive repair work is carried out. A United Utilities spokesman said: 'After the damage, we need to check that the road has not bee undermined. 'The supply is back to normal, but the road will be closed until early next week. We are working as quickly as we can but apologise to motorists for any inconvenience caused.' That lucky player was Wendy Hill from Sutton Coldfield who was happy to say: 'When my other half, Jon, told me that I'd been contacted by Mecca Bingo and my name had been drawn to represent them at a charity event, I was stunned. An all expenses paid night for four at Mecca Oldbury was a girl's dream come true - I didn't find out about the karaoke until later, which was just the icing on the cake.' She continued to say: 'As we readied ourselves for an evening of bingo, outfits were selected carefully and knowing that our picture would be taken, a visit to the hairdressers was a must! After much preparation, we arrived at Mecca Oldbury – it's very pink! We were greeted by Bingo Dave and the team and introduced to Marie Curie volunteers, Trevor and Eileen Hall, before being shown to our table, which was covered in balloons and bubbly. We had pictures taken with Trevor and Eileen to mark the occasion, before sitting down to play bingo with our electronic boards. Mecca Oldbury is so big – I was amazed! The Club has the usual bingo hall as well as a lounge area which was more relaxed. The latter area is where our table was located and enabled us to have a chat whilst we were playing. Oldbury had so many slot machines, the choice was amazing.' A very satisfied Wendy concluded by saying: 'The bingo soon came to an end with no main session winners on our table. Jon, however did win the interval game and Bingo Dave won a line in the late session, the winnings of which he donated to Marie Curie Cancer Care – so that's £12,020 now raised! Proposed regulatory regime similar to other European nations The Greek government, perhaps motivated by the nation's severe economic problems and the need to raise tax revenues, is pressing ahead with remarkable speed in its plans to specifically legalise and regulate online gambling . Making the news pages in the Greek media is the release of the first draft of the proposed legislation, which judging by the reports, offers little that is new, following the general course set by other European nations such as France, Denmark and Italy. The proposal, which will be the subject of political debate in parliament this (September) month, includes provisions which require providers of sports betting, internet poker or online casino services to residents of Greece acquire licensing, setting up servers and transactional processing in-country and operating under a Greek domain name. Punitive and precautionary measures envisaged include ISP blocking of foreign and unlicensed websites, and a requirement that Greek financial institutions interrupt any 'illegal' online gambling transactions with Greek citizens. Licensing remains open to argument in the Greek parliament, with the draft suggesting licenses of five year duration but leaving the strategic decision to the politicians, which could see a perpetuation of the OPAP monopoly, or a more open and competitive system, albeit with regulatory restrictions. A target date for implementation of May 2011 is being considered. The gambling market in Greece is estimated to be worth about Euro 5 billion in taxable revenues. In related news, the Spanish Official State Gazette has published the Betting and Gaming Act of the Autonomous Community of the Canary Islands, which establishes a new regulatory framework for Internet gambling . The new law was passed unanimously by the Parliament of the Canary Islands, repealing the previous restrictive 1999 Act, and provides that the opening of bingo in the Canary Islands must be subject to a public tender along with casinos, horse tracks, dog tracks and pelota courts. Licenses will have a 10 year duration. The new legislation extends the regulatory framework for interactive television and Internet betting, which make up more than 15 percent of the gaming revenue in the Canaries, and is valued at Euro 1.6 billion. This is more than 3.5 percent of regional GDP. And in Hungary, the newspaper Nepszava reports that national gambling association officials are increasingly concerned at the activities of foreign online gambling operators in the country, and have called on government to introduce regulation that would keep internet gambling under the control of the state, stopping the outflow of revenues to offshore companies. Although under current regulations it is not illegal to advertise internet gambling services in Hungary, residents of the country are not permitted to gamble online, but many thousands do so regardless. The gambling association wants more effective regulations against such services, which they claim could keep up to $66.8 million in Hungary. International gambling companies, many of which are registered in tax havens, pay their taxes in their 'home country', so Hungarian gamblers' money contributes to that country's budget, the association points out.

THE new girls football season will kick off in style with a pre-season festival. The event, on Sunday, September 12, will give new and established teams the chance to shine ahead of the new campaign. The West Cumbria Youth League will once again be running a girls league at both under-12 and under-14 level, while regular coaching and festivals will be held for the under-10s. A 15-YEAR-OLD Whitehaven girl who was reported missing at the weekend is now safe and well at home. Caitlin Stephanie Butler, of Gable Road, left her home address at 8pm on Sunday evening. Frantic attempts were made to resuscitate the boy before he was taken to Furness General Hospital, where he was pronounced dead. The immediate family of the boy have spoken of their devastation at the tragic accident. A statement from Jack's family said: “Jack's birth in September 2008 brought great joy to his mum and dad, Lucy and Jason. “Jack was a free spirit with a cheeky smile who blew kisses to the world. “God gave him to us for such a short time, our very special little boy, taken so suddenly in a tragic accident. He will always be in our hearts and memories forever.†DCI Jeff Ashton, who led the investigation into the death, paid tributes to the efforts of the community to save the boy. He said: 'Our thoughts are very much with Jack's family at this time. 'The police investigation and post mortem confirms this was a tragic accident and the coroner has been informed. 'I'd like to pay a special tribute to the neighbours, who along with Jack's mother Lucy, tried in vain to resucitate him.' POLICE are appealing for information to help find a 15-year-old girl who has gone missing from her home in Whitehaven. Caitlin Butler, 15, who has gone missing from her Whitehaven home Caitlin Stephanie Butler, of Gable Road, Whitehaven, was last seen leaving her home address at 8pm on Sunday evening. Caitlin (pictured) is described as white, 4' 11' with dyed black shoulder length straight hair and a medium build. She was last seen wearing a pink hoodie and jeans with white trainers however it is possible she has a change of clothing. Police are urging anyone who thinks they have seen Caitlin, or who may have information on her whereabouts to get in touch with Whitehaven Neighbourhood Policing Team by calling 0845 33 00 247. They are also appealing to Caitlin directly to contact officers to let them, and her family, know she is safe and well. Westmorland Limited, which runs Tebay motorway services, has received planning permission to build a service station on the M5 in Gloucestershire. The company also owns the Westmorland Hotel, Junction 38 Services and the Rheged Centre, and employs 500 people. The £35m project, which will create 300 jobs at the service station and a further 200 jobs during construction, is likely to be open by 2013. Like Tebay, the new services will not have any franchises in its business, but will serve homemade, locally-sourced food in its cafés and local food in its shops. Sarah Dunning, chief executive of Westmorland Ltd, said: “We are delighted with this decision as it gives us the opportunity to build on what we do at Tebay Services and provide our customers with another much-needed outlet.
